Charles Spencer, Prescott Fire Chief.
Staffing for the original Prescott Fire Department was comprised of four volunteer companies: Toughs, Dudes, O.K.s, and Mechanics Hooks and Ladders. The Toughs were formed in April 1885, and Spencer was listed on their roster as an honorary member.
