William J. Mulvenon, Prescott Fire Chief.

Staffing for the original Prescott Fire Department was comprised of four volunteer companies: Toughs, Dudes, O.K.s, and Mechanics Hooks and Ladders.

In 1898, during Mulvenon's time as fire chief, a series of arson fires prompted Prescott's city council to appoint six men to serve as night watchmen who would alert the fire department to fires.
