Description

Portrait of John Jay Gosper (b. 1842 - d. 1913), who was appointed Territorial Secretary of Arizona Territory in 1877 by Rutherford B. Hayes. Gosper served in that position from 1877 to 1882. He also partnered with Charles E. McClintock (a former clerk for the territorial secretary) to start the first Phoenix newspaper, the Salt River Herald (later Phoenix Herald) in 1878.
