Matt Hall had lived in Arizona for 30 years when he announced he was running as the Republican candidate for Yavapai County sheriff in 1922. During almost all of those 30 years he had been involved in the mining business in Yavapai County. Matt had owned mines and served as the Arizona Deputy State Mine Inspector. While serving as a peace officer in 1933 he adopted a four-year old girl, Joan Wheeler, whose parents had died. Joan's father had a homestead claim in Groom Creek near Prescott, Arizona. Following her parents' death, Joan was taken care of by Mattie Blanton who ran the well-know Blanton boarding house on Grove Avenue in Prescott when Matt was a boarder there. He adopted Joan so that he could provider for her financial support.
